Cheshire West and Chester Council's DDAT department is looking to recruit an experienced and motivated Digital Commissioning Manager to manage the digital commissioning team and its' responsibilities around digital strategy, lifecycle management, vendor management and digital service integration.  This is an exciting opportunity to join a newly created and progressive team with big ambitions for the future. This role is a Grade 15, £68,657 - £75,954 (as of April 2024 pay band figures). The closing date for applications is midnight on 30th June 2025.

Responsibilities include: 

  • Leading, inspiring, and motivating the digital commissioning team to make change happen at pace and working as part of the DDAT service management team to drive innovation, provide leadership and support excellence across the Service. 

  • Responsible for the development and delivery of the DDAT strategy and commissioning team plan.  

  • Accountable for proactive lifecycle management of all DDAT capabilities - Applications, hosting and storage, security, networks, business requirements and ensures the architecture complies with all relevant standards and regulations.   

  • Accountable for the management of effective change and release management processes for the DDAT function.  

  • Accountable for the management of effective security and compliance processes in the DDAT function.  

  • Managing the delivery of a new commoditised approach to DDAT provision which will see the service commission the best commercial options integrated with in-house capability. 

  • Managing the forward plan for DDAT commissioning and work closely with the User Experience Manager to ensure wider services are actively, and continuously, engaged in the decision-making process for all new DDAT capabilities.  

  • Managing the integration of all DDAT service functions, whether internal or with third parties, to ensure these provide a seamless, effective, secure, and resilient service to service users.  

The ideal candidate will have knowledge of digital trends, tools, and platforms, especially AI, with a focus on leveraging it for improved service experience and operational efficiencies and outcomes and experience in commissioning digital products and services to drive digital innovation working with a diverse range of stakeholders up to director level, within a multi-functional, complex organisation. As this is a management role, experience in leading, inspiring, and developing teams is essential.
